Cool idea! How about, though, instead making it one file and having each
of the null docs point to that one file? For html they can point to the
appropriate place in the doc. This puts all of these exceptions in one
place so it's easier to maintain and less likely that we forget about
something or just leave it dangling.

"The below listed HOWTOs are no longer available through the LDP for
various reasons. Please see the detailed information with the HOWTO
listing for the HOWTO you're seeking if you wish further details."

or

"The below listed HOWTOs are no longer available through the LDP for            
various reasons. Details as to why the HOWTO is no longer available
accompanies the HOWTO's listing below. It is possible that the HOWTO or
the information from the HOWTO is still available elsewhere."

Either one as a header and then a listing like Greg's new version of the
html HOWTO index. Looks great and is easy to read.
